1. If your wife apply F1 in Canada, how could she prove her tie to this country, you haven't been here too long. In china she has chances, if I were visa officer, I'd believe that she might go to Canada, together with you after graduate. I don't think F1 is easier in China or Canada, in your case China sounds a better choice.
