Modem replaced: Problem persists

Technician checks line, replaces splitter. Wants entire cable line replaced but has to come back at a later date with other techs. Problem persists but doesn't seem as bad.

Days later, three technicians come, check the cable and claim water has gotten in at the hook-up point up the hill (not at the house, but the other end). They replace the entire cable from pole to house. Problem Gone.
