On the other hand, if your family income is less than 20k and if you and your spouse contribute 4K ( which is the maximum) into OHOSP, you can get 1K tax refund each year. But if your family income is greater than 80K, you will get nothing though you keep contributing into OHOSP. So, let's do a comparson.
1 You didn't contribute into the OHOSP. You bought a 250K house, you would get 2K waive of LTT
2 Your first year's income is 2K (because you had just worked for a few months), and you contributed 4K into OHOSP. You got 1K refund. Then in the second year, your salary is up to 40K and your spouse's is up to 20K, you only can get 250 refund. The more your income is, the less you get the refund.
