(1) of course what international student office said counts, make sure your I-20 are valid and stamped. (2) you must stay in Canada for at least 2 year in any 5 year period to keep PR status.

(1)可就算这次我们不签,以后我们回国探亲再回美国不也是要签吗,能不能在加拿大把F1F2续签呢?(2)如果这5年内我们住不满2年就不能等从美国毕业后延期执行6年住满3年吗?

my thoughts(1) I think you should be able to apply F1/F2 in Canada since you have Canadian PR status, but if you can reutrn to US without it, why rush doing it.
(2) If you plan going back to China any time soon, you can go through Canada. (sorry, you can't do that without valid F1/F2)
(3) There was sth called return permit before, not sure it's still applicable, check out CIC website.

可我们签不到F1F2的话从加拿大回中国,然后再回美国怎么办,我们的F1F2过期了就进不了美国。很感谢你的回复,你总是这么热心的解答。

more1. If you do it in Canada, and visa granted, no problem at all.
2. If visa application rejected in Canada, you can still back to US in 30 days (it happened to one I know). but you can't back to China in such situation.
3. Don't book any ticket to China until your visa issue addressed. otherwise you must take the risk of applying visa in China.

take it easy, again I know someone F1 renew rejected in China, but eventually got it. so the risk is not higher than the first time.

刚才又给一个多伦多的律师打电话,他说还是要重新在加拿大签证的,说美领馆前些天出台一个新规定,如果是加国移民的话不管你去美的签证过没过期都需要重新再签。他说30天之内回美免签的规定作废了,我也被搞糊度了,不知到底怎么办。

ask international student office for the final answer, as far as I know, the new regulation will apply to nationals of Iraq, Iran, Syria, Libya, Sudan, North Korea, and Cuba.
