Not necessarily. You can apply as soon as you get your I-20. But the new law says the earliest date you can land in America is one month before the starting date of school which is on your I-20 form.

Sure, you can apply F1 visa in Toronto.Go to www.usembassycanada.gov, choose Toronto consulate and then apply for visa, you will get all the detail information there.
I made my appointment a month ago (because I was still waiting for another offer, you also can make appointment in very short period of time as long as they still have time available) and got my visa yesterday.
