It is easy.you can tell immigration office your destination is Toronto. There is no realtion about what your original destination is on your LP.You can ship your sea container directly to Tornoto.
No matter which city you are going to live ,you have to transfer the plane at Vancouver and have your immigration entry check there. you can clear Custom officer your continued sea ship list. it is very easy.
