you can skip the chinese consulatewhen you arrive in china, go to local Gong An Ju or Chu Ru Jing Guan Li Chu, fill in the request form, and go to Gong Zheng Chu certify. Bring the form back to Gong An Ju or whatever, and a Ji Yang Zheng will be issued that at time. It may save your time and money than Chinese Consulate.
