Normal, First letter(confirmation) will come around 3 months, Second letter(Test) will come around 8 months, last letter(oath) will come around 10 months.

Your friend's case is very rare. Most of cases will be as same as your wife's. You can call CIC directly, try your lucky....

when you pay your applacation fee, you have a receipt. the receipt number is on of your refer #.
