Really? I think 2 years requirement is only for H1, green card or some immigration purpose visas. In my understanding, TN is not for immigration purpose, right?

Yes. Because the 2 year requirement is a term of J1, which you've agreed when applying J1. It's not related to anything else. The only way to get away from it is to apply for a waver from the original government.

From all the document I found, they just mention "H, L and immigration application " are under this 2 years' requirement. Never saw TN though.
