The interpretation for "residence" in the current Citizenship Act is not clear. CIC is taking the strict practice. However, only an immigration judge(court) has the authority to interprete the law. There have been precedence that people have not fullfilled the "physical present" rule (Which is not in the Act) )got their application approved. In such case a lawyer could be helpful.
