Simple solution: you parents only need a computer with internet access, and you have one vbuzzer unlimited local call plan (25 bucks for the year),plus one home pbx, your parents can reach you anytime anywhere in GTA, unlimited time, and you can reach them conveniently as well.
This may sound too much to you, but that's what I have been using for quite a while

It makes a lot of sense having one home pbx at home, the end users at my home don't care and don't notice the existing of my pbx, they only care the dialing tone when the phone is off the hookthe pbx solution have been working in many of my customers' homes, they just love them

Just imagine when you can talk to your buddies without worry about any cost and without any time limit , and they can even call you, at home, on the cell phone, or just leave you a voicemailisn't that really cool? do you really need a noisy PC to run as PBX? There are tons of other solution which just not touch pc

Just give you some numbers about power consumption. My home pbx power specification: 12V 0.5 A, one ATA power specification: 5V 2A.
