I think it is a communication issue or the choice of word, and as a civilian, it is possible to make a new law and or change an existing law as long as we know "how"

我们没有否定"possible".但法律是根据民意制定的,反映了民意这样观点就很让人不知所云的.实际上"make a new law and or change an existing law "仅仅是靠民意是远远不够的,一定要有力量的推动.应该说需要法律界的力量.

法律得指定修改不是一个简单的民意可以解释的，更不是一个报纸上的民意所能解释的。而民意，一个网站上某种声音占了上风，跟＇代表大多数的民意＇更是风马牛不相及。有一种东西叫＇舆论导向＇。民意是可以被操纵的，不管哪个国家。
